Does this include half-monster(half-human) Garou?
Regardless, Garou is faster, being able to react to Bang who scales to Atomic Samurai who'd blitz his students who can create an airtight defense against a barrage of light beams.
He should scale to Suiryu who had a city level feat(?). I'm not sure how strong this Neji was; town level?
Plus he was able to not die against Bang and Bomb, Bang who was boxing with Monster Garou, who is Orochi-level, on his own.
TLDR, he wins.

At the absolute lowest.
Forest of Death KN0 Naruto was casually town level.
Neji no-sold several KN0 attacks. Actual no-name Hyuga were able to help deflect Jubi attacks during the war. Clearly, Rotation has durability well above a user's base DC.

Garou also fought Spring Mustachio, another student of the Council of Swordmasters. So, there's actually a pretty direct line between Garou and top-tier sword disciples.

I'm not exactly sure how strong he is. But the him who got jumped by Bang and Bomb would defeat this version of him soundly, and he was still human there.
Garou also did know the Exploding Heart fist, he just never bothered to use it as a human. The problem is, there's no way to scale it beyond Bomb being (fairly) sure Bang could beat Monster Garou if he used it.
(This would also scale Exploding Heart Bang to Orochi, in AP at least, cause he doesn't have the DC to compete.)

He can't keep up his rotation forever, assuming they can stop Garou in the first place. Slight gaps like that are what the Water Streaming Fist specialise in. Garou is already faster in combat.

Yeah, before he even got handed Ls by WDM and Metal Bat, so, weaker and slower than his peak human self. Plus reacting to Tomboy which is faster than Mustachio's normal slashes which were fast enough to deflect a constant light barrage from Homeless Emperor
How was the verse pegged at supersonic or hypersonic again?

Do you think Neji has a shot with speed equal?
His DC is still probably a couple times lower, but Gentle Fist could make up for that.
I really don't think Garou has anything that is getting through Neji's rotation. It is literally the only "absolute defense" to have never failed. Like I mentioned, it was able to split the work of deflecting Jubi attacks just two years after this version.

Nah, not really. Garou would just adapt to his moves on the fly if need be. Or, since the OBD standard is bloodlusted, he just uses the Exploding Heart technique since he'd have no issues killing Neji as opposed to his unwillingness to kill anybody in the series.

There's no Chakra to block, so Garou just tanks it. And that's assuming Neji can even get past the Water Streaming.

If the rotation can't be broken through, which I don't think is possible unless you think it'd tank actual attacks from Six Path characters, Garou would just wait it out.
If Neji has to keep using the rotation to not lose, he eventually runs out of Chakra, so he still loses it. Garou comes out of the fight having learned Gentle Fist.

BTW, is there any way to calc the speed of Mustachio's slashes from this panel?
He deflected, at least, 2 beams of light that were in diagonal directions with two different slashes rather than a single slash, while creating 4 (or so) more slashes in addition to the 2 that he used to deflect light?
This would then apply to pre-growth Human Garou's reaction (and combat) speeds, and anybody who would scale to him.
